So regions have been able to go past 100% loyalty for a while now, though it had been lowering down to %100 each day. So, is there any particular benefit to enthralling people, other than just giving a regional loyalty cushion?
Yes.
Actually, a region should never go above 100% in anything except production (through investments). However, calculations can end up with > 100% - which should then be corrected down to 100%.
Does it gain you anything? Well, yes. The calculations can go above 100% so that the sum total is correct. So if you are at 100% and you do something that gives you +5 while three other things give you -2 each, you end up with 99% instead of the 94% you'd end up with if we had a hard cap at 100%.
Then again, unless you are into micro-management, you really don't have to worry about it.
I only stuck Enthralled in there to make sure there wasn't an error if a region went above 100% in loyalty. It's really more of an easter egg than anything else.
Ah, okay. Diplomats are able to keep raising it without limitation, but it reverts back at turn change, or whenever something could damage loyalty. Any kind of court will reduce it as well.
Also, on testing, loyalty hasn't gone back down to 100% the past couple of days. Lopa, BT, has over 130%.
