I just managed to find a sage and happen to have the right materials for a repair to an item at 99% condition. After repairing it, I got this message:

Is this intentional? It also seems odd that it was repaired by 11%, usually I get less than 10% at a time.

it's a bug. it should never go above 100%.
I'll put it on the bugtracker.
Also, I just got negative hours from an infil action last turn... Is this also a bug? (Caused by assaulting militia, succeeding and then having the guard alerted, but not being imprisoned. I think I had 6 hours at the time.)
Also, should I hold on to it now, or is it fine to sell it back to its owner?

You should play through bugs. It's in the game, you can sell it.

It has happened to me too. It was fixed for a time then bugged again I guess.
