More specifically, when will stable islands get the updated way provisions work(buying them, men not starving if there's food in the region etc.)?
It's seriously killing the fun fighting the war against CE. The fact I'm more worried about my men starving than about any army CE can send against us should speak volumes how bad the situation is.
This is something that can probably be done soon. We never really intended for stuff like this to languish in testing for so long.
This won't bring sea travel over, though: that requires significantly more effort, as the sea zones need to be drawn.
