Title: Tournament "Authority"

Hey folks, I just realized that with the Duke/Margrave system, I don't remember who actually holds the power to hold a tournament. The ruler, of course, is a given, but the Dukes are no longer bound to a region. Does that mean Margraves now get the power? If a Duke's lands include a city region, can he hold a tournament there?

But the Duke still has to have a city under him, right?

More specifically, they need a region that has tournament grounds. Cities can build them for sure, but it's also possible you might be able to get them in strongholds and townslands.
