How do you change the Weapon and Armour ratings of recruitment centres? Do you have to tear them down and build them again hoping for better stats?

Yep. Those can't be changed on a center once it's built.

Thanks for the swift reply at this dreadful hour! I'm guessing then that there's no way of giving the centres a better chance of high stats when you build them?
