Is it broken at the moment or something? It doesn't show any referendum currently running in the realm.

I think it should be running for everyone else except for you. :P
You only get to see referendums running if you are in the realm and not imprisoned at the start of the referendum

I have another character in Vix. He doesn't see it either.
