Let's say I'm a Duke/King of a realm and there are some landed nobles who just sit there and send gold to their families and do not even respond to my letters. How do I remove them from their positions?
You give them order to do something, if they dont obey, you report them to the Judge and demand punishment.
Then its about the judge, he will fine, ban or do nothing :)

Banishment doesn't strip him of the region, unless he stays as part of the realm until the banishment takes effect.

Although the priest ousting him of his lands does wonders also. Perhaps make a small donation to a church of which the Lord is not a member?
Although, if you try either of those two methods, make sure you have a good backup plan. Nobles, I've seen, tend to not like their brethren removed by underhanded means without a VERY good reason. "Forged" messages to enemy nobles work well. ;)
I have no idea what you're talking about.
If you sic an infiltrator or priest on the lord to remove them, make sure you have something to present to your other nobles as to why you used underhanded methods to get them out of the lordship. From my experience nobles don't like it.
