Title: Infil policy?

So I've got an infil on EC. He used to be in Ibby but since all that is falling apart, I'm a little lost on whether to keep him in a realm devoid of human conflict or move him somewhere else. That's why I'm wondering what the infil policies of the EC realms are.
Basically I'm interested in:
-infil freedom
-infil funding

Could always try to handle it IC, talking to various leaders.  Obviously you wouldn't want to set it up to seem as if you're shopping around. =P

Set it up as if you were debating where to send his dead body! It'd be far more entertaining that way.

When I had an Infiltrator, I generally simply picked the Realm that was at War with the most Realms ;)
