Official Game Thread


Finally, it is time to begin the Battlemaster Forum's very first game of World in Revolution: 1861! Countries have been chosen, long excel sheets of stats have been written and anti-dumping legislation and tariff-rate-quota structures for various colonial empires have been analyzed, discussed and debated. But now, finally, it is time to kick it all off!


Important things to remember:
If you need a refresher on the rules, they can be found here (http://forum.battlemaster.org/index.php/topic,2264.0.html) (no promise some haven't changed, though).



The game starts on April 14, 1861! There will be short preliminary recap of the world at this time and then you are free to begin role-playing, talking to one another and asserting claims of your own divinely blessed destiny to subjugate the world under your rule!

Each turn I will write more specific, action oriented updates. Every game year I will write broader, more stylized Yearly Updates.

The Official Game Map will be kept in the next post and updated yearly, as well as the current list of Countries and Players. Many particular or specific maps may be created for reference throughout the course of the game, however. I plan to provide links to those here as well.

Be sure to check out this OP periodically as I am sure I will change it around as the game progresses in order to provide a better structure to it as well as plenty of links to relevant information.

The government and Majesty of the United Kingdom expresses utmost sadness over the recent instability in the continent known as America. With the division of the United States into two entities raising up arms  against one another Her Majesty's government would offer their most dutiful diplomats to mediate the formations of any immediate cessations of hostilities between the two involved parties. Although this is the beginning, Her Majesty's Government fears for an escalation of the war to bring untold damages and death. It is the United Kingdom's wish that the movement of resources between America and Europe will not suffer on account of this war. If need be, the Government of the United Kingdom will implement new schemes to ensure that trade will be prosperous for everyone involved, and that the innocent will not be made to suffer.

As already offered, Her Majesty's Government shall offer its services in mediating peace between the two hostile forces. It has already been stressed that such conflict is unnecessary to the general well being of the American continent, and any effort to put in place to halt it and maintain the former setting will be commended. We encourage all European countries to send delegates to the United States to stress the urgency to resolve their internal disputes with utmost haste.

On behalf of the Tokugawa Shogunate of Japan, Emperor Komei is announcing that all current relations with western nations are hereby considered void.

For too long, Japan has been looked down upon by the nations of the world and been treated as an unequal partner in treaties and treated as an essential puppet state to those who have more influence and a stronger military. Japan will no longer accept such treatment. Any nation that would seek to have relations of any sort , diplomatic, trade, military or otherwise with Japan must make a public announcement of their recognition of Japan as an equal partner in all future agreements which should include their recommendation to all of their allies that they would do the same.

Japan would seek positive relations with all nations of the world, but will not do so on unequal terms. The west has denigrated the people of Japan for longer than should have been allowed and this is a disgrace to the Japanese people and the Japanese nation. The Emperor urges every nation to consider this proposal as a matter of immediate importance. If any nation seeks to continue to subjugate Japan to its whims; such action will no longer be tolerated and will be dealt with using military force.

The World on April 14, 1861

In 1861 the world stood on the precipice of change. Some empires were growing while others were crumbling; Kings and Monarchs attempted to hold on to their Crowns in the face of liberal movements driven by ideals called democracy or socialism; European powers set their gaze across the globe seeking subjugate the primitives for their own gains, all the while adolescent Republics and Empires in the Americas and Asia sought to forge their own destinies. The first shots of the American Civil had been fired; revolution was on the lips of the peasantry across Europe; and even China was engulfed in inner turmoil. It was a World in Revolution, and certainty about the future was little more than speculation.


North America

Following the election of Abraham Lincoln in November of 1860, seven southern states seceded from the union of the United States and formed the Confederate States of America and adopted a Constitution for their new nation in Montgomery, Alabama in March of 1861. However, troops of the United States had refused to surrender Ft. Sumter in Charleston harbor, South Carolina, to the Confederates. On April 12, 1861 Confederate cannon began shelling the fort; by April 13, the U.S. troops had surrendered and Confederate troops had hoisted the ‘Stars and Bars’ in Charleston Harbor.

In Mexico, the violent conflict of the Reform War had just ended across the Central American nation. Bloody war had raged for the past four years between Liberals and Conservatives across the country over the liberal agenda to enact Reform Laws to restrict the influence of the Catholic Church in the nations government and to seize Clergy property.


South America

The young Empire of Brazil was coming off a decade of peace, prosperity and economic growth. The period since 1853 had been one of peace and prosperity for Brazil. The political system functioned smoothly and civil liberties were maintained. A start had been made on the introduction into Brazil of railroad, telegraph and steamship lines. The country was no longer troubled by the disputes and conflicts that had racked it during its first thirty years. The future seemed bright.

In the Argentine Republic it seemed the divisive troubles of its past were perhaps finally behind with the creation of the new Argentine Constitution in 1853. Finally, the Argentineans were united under one government and the signs of civil war and secession could hopefully be looked at as things of the past.


Europe

Britain had become the first truly globe saddling empire. Some had begun saying that “the sun never sets on the British Empire” and, in fact, it truly never did. From Canada to New Zealand the British Empire spanned the entire globe from west to east and their factories and levels of industrialization stood as proof of their power while the mighty Royal Navy dominated the seven seas.

Oddly enough, a new Napoleon was on the throne of a Second French Empire. Napoleon the Third, a nephew of Bonaparte, sought to carve his own mighty Empire out of both the continent and overseas possessions. Though he had not proved quite as successful as the name he inherited and tensions grew among the liberals in France calling for reform.

The once magnificent Spanish Empire now possessed quite the limp. The majority of its overseas colonial empire was now gone to independence movements and lost in wars. However, it still held several Caribbean possessions and the fertile, but rebellious, Philippines. Things were across the Spanish Empire, but perhaps a small ray of hope remained.

The Low Countries, the Kingdoms of Belgium and the Netherlands, were positioning themselves for future successes. Belgium was industrializing and building up their rail networks, while the Netherlands sought the riches of the East Indies with a trading company rivaled only by the British.

Italy was, finally and first time, united as one under King Victor Emmanuel II as of March 1861. Unfortunately, however, Rome was not included in the unification process as the French, and Napoleon III, ensured Vatican independence. What path this new Kingdom would travel down was anyone’s guess.

In Germany the tensions were high as political pressure from the Prussians to join all of Germany under their Empire grew. The Bavarians perhaps would remain a hold out of opposition. While the mighty Austrian Empire could not decide whether its attentions were suited to influencing the German affairs or keeping its eyes locked on the newly formed Kingdom of Italy and the ever-present Ottoman Empire.

The Ottomans, though, were not what they once were. Their coffers and their armies seemed less impressive with every New Year. They had begun seeking allies in Europe for the first time, and as a result emerged victorious in the Crimean War gaining territory from the Russians and dominance around the Black Sea.

On March 3, 1861 Czar Alexander II, preempting a revolution that would do the same, issued a proclamation abolishing serfdom in the Russian Empire. However, he failed to reward the newly emancipated serfs with ownership of the land they had worked. This could only prove to brood trouble for the future.


Asia

The mighty Chinese civilization was in chaos. The Qing Dynasty had been fighting of the most significant rebellions in Chinese history for the past eleven years. The Taiping Heavenly Kingdom has formed its capital in Nanjing in rebellion against the Qing, seeking to create a Christian Kingdom in southern China. Its leader, Hong Xiuquan, the self-proclaimed younger brother of Jesus Christ had rallied an army of millions to fight in the name of his brand of Christendom.

To the east, the land of the rising sun was newly opened to interaction with outsiders. The United States had succeeded in forcing the Tokugawa Shogun to sign a treaty of ‘Peace and Amity’ with the United States in 1854 and soon other Western nations had done the same. Now, Japan faced an influx of foreigners and revolutionized national trade and economic flux. The old systems and traditions were beginning to seem outdated and many wondered how Japan could survive and remain independent in the face of the advanced and powerful civilizations of the West.

The Government of the United States of America thanks the nations that have expressed concern at its internal situation. Rest assured that all is being done to maintain order and the free trade of goods, as well as safeguard the treaties and agreements that exists with other nations, especially concerning trade by sea.

The President of the United States has always recognized the Emperor to be a worthy and equal partner, as clearly stated in Article I of the treaty of Peace and Amity. We regret the unfortunate announcement that this treaty would be null and void. I respectfully ask that you reconsider this position and maintain the mutually beneficial relations between our respective countries; I am also willing to consider extensions to that treaty, should you wish for them.

We are worried by our situation, but to reinstate the Ottoman Empire as one of the greatest powers in the world, we will extensively reform and modernise our nation! We are worried about the situation in the United States and we hope that they will come to a  peaceful resolution as soon as possible. We are going to wait and then decide on who we support in the war. I promise the rapid industralisation and rapid increase of infrastructure in our Empire.

The Confederate States of America is distraught that we have arrived here at this present time. We do not wish for hostilities between the United States of America, but we will not stand for President Lincoln to occupy and fortify Fort Sumter in South Carolina. This Fort rightfully belongs to the Confederate State of South Carolina, and by extension, the Confederate Government.

All we ask is to be left alone.

It is time for a new focus for Spain.  For too long we have clung to the past, tried to revive what has long since been dead and what has recently been proven unworkable.  The world is no longer ruled by simple conquest of land, our nation must be strong and it must be developed.  Without industry, without massive railroad investment we cannot rebuild the empire.  If we are to maintain and expand overseas we must be stronger at home. 

To that end Spain is seeking help from abroad to bring in experts to modernize and develop our economy and resources.  This is not an opportunity to come and try to seize any aspect of Spains economy but by helping us to develop stronger benefits will come upon the helpers.  We will push forward with or without foreign help but we will do so carefully to make sure all of Spain benefits from these coming programs.

The Russian Empire hails all Nations of the world. The glorious Empire has recently instituted a great reform of emancipation for all peasants and serfs of all the Russias. To this end, The Empire strives towards a new and modern Russia, and keeping this in mind, shall be continuing its policies of political, social, agricultural, and industrial reform. Mother Russia has already begun bettering the lives of her people, and soon her citizens shall also benefit from infrastructural development.

The Empress Dowager Cixi, on behalf of the Tongzhi Emperor, wishes to greet the sovereigns of the world. While we express regret over the instability in many nations, we must emphasize the importance of ren in all societies, and of filial piety: rebels who break bonds of filial piety with their masters should not be supported. To that end, we wish the government of the United States of America good fortune against their rebel factions, even as we ourselves fight against a few small rebellions in our southeast.

Furthermore, the Qing Empire wishes to announce a change in policy. Hitherto, we have closed our borders to nations. However, in the future, the Qing Empire shall open itself entirely to foreign trade. All products may be traded at any port, excluding ports under the control of rebel elements, namely, Ningbo, Hangzhou, Suzhou, and Nanking. Merchants of all nations are welcome in China. I have some more info on Brazil, mostly about possible army and navy levels :
The army sucked, should be at the same level as the other south americans, soldiers were not well-paid and the training was nowhere near the desirable, only thing keeping it together was the very loyal leadership, with some skilled (for South America) commanders. Best army on South America was the Paraguayan AFAIK
The navy however was modern, and if he tries to do it he will probably manage to have capacity to build ironclads by 1864 or 65, like OTL Brazil :p
And the territory of the current state of Acre (and a small strip of land to its east) was owned by Bolivia, however, the area was barely populated...Maybe a map change won't be worth the trouble, but if you desire i can provide a map.

We are very pleased that this year of 1861 marks the first in history that all our foreign obligations have been resolved and no swiss forces are fighting for foreign powers anymore.

During the past years, Switzerland has been successfully reformed into a Federated State. With our central location in Europe, and our recognized neutrality, Switzerland is an excellent location for diplomatic meetings. Thanks to our own history, we are aware of the difficulties in finding a suitable location for diplomacy between nation leaders in troubles times, as the choice of location is not without meaning. What is most important for the Spanish development and modernization plan is to link our major cities properly with those of our ports and into the French railroad network.  At such time we could theoretically ship goods far more easily to any part of europe as well as receive them.  It is also the policy of the Spanish Government to consider the lands of Morocco as vital to our long term prosperity.  Spain must be lifted up first, however, before we can attend to fully developing our colonies if both goals are to be successful.

Spain is open to greater friendship with the Italian people, we can work together greatly to develop our nations up into their rightful places.  We have few neighbors even if counting upon the waters as but a river and there is no sense to be had in fighting them at this time.

What is most important though is to maintain the unity of Spain and to focus our attention upon the future and not upon the tragedies of the past.  We will have to embrace a more open and modern world if we are to regain our place as a 1st line nation.

That is completely false. It wasn't until 1863 that the war was publicly stated as being about slavery.

The southern states seceded because Lincoln was elected president. This was only a problem because Lincoln was "ANTI-SLAVERY".

OOC: But for the US to publicly praise the abolition of slavery and to publicly endorse a view of a war about slavery would have led to border state secessions. The border states didn't secede in 1863 because the war was changing course, and the Emancipation Proclamation didn't affect them.

For context: my home state of Kentucky, a border state, didn't ratify the 14th amendment until the 1970's.

There were many reasons that led up to the war and secession, but to say that slavery was not one of them until 1863 is completely wrong.

In context of the game, Lincoln would not admit, in public affairs, that he wanted slavery to end. He would not be comitted to this until the middle of 1862, when the emancipation proclamation was drafted. Publically, the war was not about slavery, and instead to preserve the Union. If it had gotten out, at all, that Lincoln wanted to free the slaves, the border states would have seceded, something Lincoln could not have at all costs. Only after a show of force of arms at Sharpsburgh did he proclaim it, knowing the border states could not leave after that victory.

OOC: To be fair, historically, Lincoln's primary goal in the war was to "Preserve the Union." Freeing the slaves was secondary to that and he stated that he would do what was necessary to preserve the union, whether it meant freeing the slaves or not. For instance, the Emancipation Proclamation was more out of the desire to cause slave insurrections and chaos in the deep south, than for any humanitarian end. The Emancipation Proclamation only freed slaves NOT in Union controlled territory... ie. slaves in Kentucky, Missouri and Union controlled parts of the upper south were not freed under the Emancipation Proclamation.


That said, this is alternate history and if people want to make it about slavery the day after Ft. Sumter than by all means go ahead!

If you want to argue about the causes of the American Civil War, please start your own thread somewhere and go at it for 200 pages until you finally agree to disagree.  :P

I'm obviously just using a bit of Brazil's history that I read on WikiPedia just yesterday to suck up to the industrial miight of the Union. :D if you want, we can just ignore the anti-slavery bit of that post and regard it as a general sucking-up letter.

OOC: Stat Updates, Changes, and Additions

After realizations of my own, much advise and resources from Frymonmon, consultation with several others (JPierreD, Duke, Keldonia, Sypher, etc.) on IRC, and some further additions to the stat formulas of my own, the Starting Nation Stats have been updated and changed.

The changes are the following:

Some nations have suffered and others have benefited from these changes. I am sorry if you have suffered. Before, most of my numbers were ad hoc, now they are all standardized into formulas and everything should be much more equal from a pure game-play perspective. I should finally be able to simply run the game now and not have to worry about trying to manipulate random, made up stats as much.

To the Kingdom of Prussia, your suppositions are untrue and are not grounded in reality.  Austria has never turned away from the German states with whom it has deep and historic ties, indeed it has just recently renewed its guarantee on them from outward aggression.  Hostile acts towards them are considered hostile acts on Austria.  The Treaty of St. Petersburg serves several purposes each of which benefit the German states.  The trade agreement only brings Russian goods in line with those of the German states, and more importantly opens up vast reserves of resources to feed not only Austrian industry but also the needs of the German states.  Furthermore, the defensive agreement with Russia only serves to protect the interests of these states, as its Austria acting in their defense.  Additionally, it aids Austria in preforming it's historic duty of serving as a bulwark for the German states against the aggressions of the Turk.  On the matter of the Zollverein, the Prussian position is without factual basis.  The Zollverein is merely a tool for the machinations of the Prussian Kingdom against the German states.  It serves to tightly bind the German states to Prussia, removing their autonomy and, ultimately, the ceding of economic independence to Prussia.  The fact that Austria is not a member of the Zollverein is not due to the choice of Austria nor some political accident but a calculated ploy by Prussia to remove it's only counter balance and to stifle the will of the Germanic people!

To the German states, we hope to continue our long and historic ties to your nations.  We hope that our renewed guarantees on your nations can serve as proof of our desire for increased cooperation sand closer diplomatic and economic ties with your nations.  We also hope that you can see through the lies of the Prussians who only seek to weaken and divide you.  The Zollverein is proof of this, it makes you subservient to them and only broadens the power held over your nations.  This is why Austria is not a member of the Zollverein, this why Prussia is seeking this meeting, to further weaken you and reinforce Prussia's dominance, extended it not only from the economic but also the political sphere.  Stand up Germans do not be lulled by the deceitful words of the Prussian!

Russia hereby announces its intent to go to war against the barbaric Qajars of Persia, and liberate the people of Persia from the persecution of Naser al-Din Shah Qajar.

A few of Persian troops were spotted infiltrating the city of Yerevan, into Russian territory, and thankfully caught and executed. We have also been hearing disturbing rumors that they are mobilising, to steal Armenia and Azerbaijan from Russia. We will be defending ourselves, and putting a stop to this madness from the Qajars, who for the fourth time have broken their word to Russia- first in 1796, then again in 1804, my uncles reign. They broke the treaty of Gulistan shamelessly in 1813, slaughtering many of Russian men, women, and children (without so much as a war declaration), and now, they have broken the Treaty of Turkmenchay, signed by my fathers own hand. I wont allow this to go unnoticed, for it is an insult to Russia and her people, and sullies my fathers memory. The Empire of Russia has been silent and endured their hypocrisy for long enough. Far too long have the Qajars eyed Russia with greed and malice. Now we go to war.

Russia shall free the Russian slaves in the Shah's armies, and prevent the looting by the Shah of his own people. Should the Persian troops lay down their arms, they shall be granted amnesty, and those that take up the Russian cause will be paid their annual salary of 5 tomans, and two sacks of wheat, which they never receive in full from the Shah.

Russia shall put an end to the mismanagement of the Qajars, and rebuild Persia to its former glory, developing its infrastructure and industries, and putting an end to the corrupt practices of the Shah. Russia shall liberate the people of Persia from the disease of the Qajar dynasty.

The United Kingdom of Great Britain and Ireland hereby announces its intent to liberate the Persian people from the oppression of the Qajar dynasty under the current rule of Naser al-Din Shah Qajar and to relieve the the people's of the that region from the turmoil that the Qajar government has caused.

In light of the recent Persian treachery and general uncivilized acts of barbarism, the United Kingdom of Great Britain and Ireland cannot stand idly by as its neighbors devolve themselves into such shamelessness. We extend a sympathetic plight against the innocent people's of both Russia as well as the Persian people themselves who have been subject of the tyranny of the Qajar dynasty.

The Qajar's hand has not always been set to move against Russia, for their eyes are greedy and they look upon all lands to subject under themselves. Their heart was set in for the City of Herat which their motives of capturing the location rung true. In a glorious defense, the British expedition successfully defended Afghanistan from the aggressors and vanquished the Persian invaders. Despite the attempts to draw up a formal border, the Qajars have constantly frustrated attempts to properly attain a resolution.

The Empress Dowager has signed the following agreement with the Kingdom of the Netherlands:

The Kingdom of the Netherlands shall hold the right to establish a free trading house in Shanghai, under the normal legal jurisdiction of Qing officials in Shanghai, and have import duties remitted to Dutch traders after collection until the end of this agreement. Furthermore, the Qing Empire grants the Kingdom of the Netherlands the right to station 150 soldiers in Shanghai for as long a time as the free trading house is present. The Qing Empire also grants the Kingdom of the Netherlands the right to establish a consulate in Shanghai and, if they desire it, an embassy in Peking. North America

   The attack and capture of Ft. Sumter set of a chain of reactions across the United States. In Washington D.C., when word reached President Lincoln of the fall of the fort to Confederate soldiers it shored up what his mounting fears: only war would see the Union preserved. He immediately issued a call for 150,000 volunteers to fight for the Union and recruitment offices were established across the Northeast and Midwest; increased salaries were advertised for those would enlist before July 4. Whether it was a surge of patriotism following the attacks on Ft. Sumter, or the offer of steady salary, thousands flocked to wear the blue. [+100,000 Conscripts for the USA]

   In the South, the capture of Ft. Sumter was viewed much differently. A new sense of patriotism was found the newly born Confederacy, and following Lincoln’s call for volunteers, the Confederate government reacted in kind and issued a call for all able bodied men of the southland to enlist to fight and protect their homes, their traditions, and their way of life. Similarly, the Confederate government pressed for the rest of the southern states to join their cause. Arkansas, North Carolina, Tennessee and Virginia quickly voted to leave the Union and fight alongside their Southern Sisters. The states, wary of central government, even their own, insisted on sending a portion of their volunteers into formal training as regulars.    In the first week of May, however, scandal erupted when diplomatic envoys were leaked revealing ongoing discussions between Lincoln and foreign nations regarding Lincoln’s “cause of the abolition of slavery.” This news spread like wildfire through newspapers across the country. “Lincoln’s Crusade” to end slavery lead to quick votes of secession in several states across the upper south; Missouri and Kentucky voted to join the new Confederacy, followed by Maryland and Delaware. However, the Federal Army of New England, already on its way toward the Virginian border, quickly secured the small amount of territory in Maryland and Delaware and, by order of the President for their acts of sedition and treason, their State Legislators and Governors were arrested and their Legislatures temporarily disbanded. The Army of New England, with 20,000 Regulars proceeded to quickly set up defensive positions around Washington D.C. and north of the Potomac River.

   In Kentucky, the legislature’s vote of secession received mixed responses from the populace. The Mayor of Louisville declared Governor Beriah Magoffin a traitor to the United States and welcomed federal troops to his city. The Federals based their newest army, the Army of Louisville, out of his city. However, the western and southern portions of the state were eager to support the Confederate cause. Bowling Green and Paducah quickly issued a call for Confederate troops to protect their cities. In Missouri violence quickly erupted across the state as tensions had been high leading up to the vote of secession. Southern and western Missouri quickly raised the Stars and Bars while St. Louis and northern Missouri remained strongly pro-Union.

   In the first weeks of June, the Army of Louisville marched on the city of Lexington and secured both Lexington and the capitol of Frankfort under Federal control. Major General Don Carlos Buell was instructed to march from there to secure Bowling Green, Kentucky and from there to progress cautiously into Tennessee. However, Buell, faced many skirmishes with Kentucky militia-men when trying to proceed south towards Bowling Green. Estimating local resistance as to high to proceed further, Buell established a defensive presence around Lexington with 10,000 Regulars and decided to wait on reinforcements.

   In the South, the Confederate government had taken aggressive steps to prepare their mostly agricultural nation for war. Railroad projects had begun to better connect the south as a whole; construction had begun on a weapons factory in Montgomery, Alabama and in Charleston, South Carolina a new shipyard was under construction. The Army of the Carolinas had been formed in Charleston with 15,000 Regulars under the command of General Pierre G. T. Beauregard. In Jackson, Mississippi the the Army of Trans-Mississippi had been formed with 5,000 regulars under the command of General James Longstreet.    In the north, incentives were being given to bolster domestic arms production. Congruently, the Union was mobilizing its navy, however, and began to move slowly south along the Atlantic Seaboard to attempt to slowly engulf the Confederacy in a naval blockade and a Shipyard had begun construction in San Diego. However, upon secession several U.S. navy ships in-port in Virginia were seized for the Confederacy.    In Mexico, the conflict of the Reform War was truly coming to an end as the Liberal government came to peace to talks with what remaining Conservative guerilla groups remained. Compromise was found, albeit leaning heavenly in the Liberal direction. Following the peace negotiations the Mexican government called for the training of more regulars to bolster the Republic’s defense. Also, the government ordered the expansion of infrastructure in the way of railways and telegraphs as well as encouraging industrial development by way of offering government subsidies. Finally, a military college was established in Ankara to help modernize the Ottoman military and even new industrialization was encouraged within Constantinople.      In China sweeping land reform efforts were being implemented as the government engaged in efforts to purchase land from political elites and the nobility in an effort to resell at next to nothing prices to landless peasants and farmers. The government directed these efforts towards already loyal stable regions of the Empire to lesson the cultural shock of land redistribution. Building upon this new policy, the government announced tax reductions on farmland. While this policy of land purchasing was completely voluntary, the efficiency of the Chinese bureaucracy in targeting willing sellers, as well as public assurances to the aristocracy that the new programs were not a scheme at class reformations, lead to large success for the program and a significant growth of small farmers across many regions of the Empire.     Additionally, radical shifts in Chinese trade policy were taking place with the government opening their ports and all countries were to be permitted to trade freely in China. Opium was officially declared legal and all restrictions on its consumption or production were removed; however, a small tax was to be levied at point-of-sale. Large sums of money were spent to retrain and hire new tax officials to apply the new opium VAT and oversee trade reforms, and to staff new port authorities around China.      Finally, a renewed assault to combat the Taiping Rebellion was launched, with the Ever Victorious Army, a group of 5,000 better-armed Westerners, under Frederick Townsend Gordon sent to rally in Shanghai. While 500,000 soldiers from the Green Banner Army were to be deployed to Shanghai to further secure the city and ensure the besieged felt safe and assured of the city’s resistance. Meanwhile, the Green Banner Army was also deploying another 500,000 troops to assault the city of Nanjing and distract the Heavenly Kingdom from its siege of Shanghai. Catching Nanjing slightly off balance, several victories were won around the city itself and a number of Taiping forces were called off from the siege of Shanghai to return to Nanjing’s defense.     The Japanese themselves, however, were quite busy. A retinue of top military officers along with Emperor Komei, had been plotting for months to remove the Tokugawa Shogun from power. On the night of April 18, 1861 Japanese army forces were informed of the Shogun’s agreement to cede Japanese sovereignty to western powers and that the Shogun and his family was to be arrested immediately. Japanese army forces quickly marched upon Shogun’s palace and took his property and family members into custody. After approaching the Shogun to request he peacefully cede all of his power to the Emperor, the Shogun refused and in the confusion resulting from loyal guards of the Shogun attempting to free him, the Shogun was cut down in his palace. The next morning, it was announced that the Shogun had been assassinated by plotting Daimyo and that Emperor Komei would assume full power to ensure there was no break down of order. Though protests were initially heard from many around Japan, the loyalty of the army to the Emperor, and the fear of being labeled the Shogun killers, ensured no major rebellions took place. After one month of power, Emperor Komei released the following statement: “People of Japan, for too long has the nation of Japan been looked down upon by the powers of the world. For too long, have we been forced to kneel beneath the strength of the world’s powers. Our previous Shogun allowed Japan to be placed in a position of servitude. However, I hereby announce the end of the Tokugawa Shogunate as a political entity. Henceforth, I am now the sole power in the government of the new Empire of Japan. As the Tokugawa Shogunate no longer exists, any unequal treaties signed between that entity and other nations are void. Japan will seek to build new friendships with those nations which will consider us equals on the world stage and treat us with respect.         The United Kingdom has begun widespread educational and cultural reforms in the Indian subcontinent with the goal of better integrating the Indian people into the British Empire. A large investment by the British government has seen new British Standard Schools opened across all of British India enrolling children as young as 8 years old to learn English, British History, British cultural customs and traditions and the significance of the British contributions of culture, technology and political/financial aid to the suffering Indian people. Furthermore, the British government has substantially increased its administrative presence via new government offices in each province to assist in assimilation and tracking of people, and new rail construction to better connect the subcontinent.    The British were not the only ones looking to expand their colonial possessions, however. In support of this encouragement for growing colonialism, large amounts of French troops and French Ships were moved to Senegal, the Ivory Coast, and Indochina to better secure the area for the French.    The newly formed Kingdom of Italy was eager to consolidate its new unity and produce the appearance of power and legitimacy abroad. Ultimately, Italian officers were forced to advise their leadership to seek out Prussian or Austrian military advisors instead.

   However, things within the Peninsula were looking up for the new Italian state. Investments in the industrialization of Tuscany coincided with lowered tariff and tax rates. Confidence among several Italian nationalistic capitalists lead to private investments in a new railway connecting Turin and Firenze. Furthermore, the King had proposed a compromise to the Pope in Rome to assimilate Rome into the Kingdom of Italy while providing for a new Papal State, called the Vatican, to remain a sovereign entity within the city of Rome itself. Furthermore, it promised that Catholicism would be declared the one and only official state religion of the Kingdom of Italy and it promised Papal sovereignty and independence in all things as well as Italian protection of the Vatican. Also, these men are to take their weapons home with them to assist in a new law requiring all adult male Swiss citizens to possess a firearm within their home.    The Austrian Empire was not standing idle.         By mid-April, 1861 a new Military Modernization Program was under way to increase the effectiveness of the Austrian Army. A new military officer’s academy was established in Vienna to train to Austrian Officers in the most advanced of military theories and doctrines; and a new standard was instituted that all Austrian officers must be able to speak the language of the troops under their command.         Finally, in 1861 the Austrian government issued the Land Reform Act of 1861 with the far-reaching goal of increasing industrialization within Austria and encouraging the creation of an Austrian middle class. The government offered to purchase the agricultural land of large landowners at 90% of its estimated market value. In return, those who agree to the deal will receive a reduced tax rate upon all their future industrial and infrastructure investments. This land would then be sold at low costs to small farmers and those formerly not land holders. This program was both controversial and radical. Many members of the nobility and aristocracy saw it as an attempt to remove their influence and power, while socialist groups hailed it as a progressive movement toward the equality of the lower classes. Despite the potential for success, radical politics on both sides of the issue muddied the facts of the Act. In some areas violence would break out, usually involving mobs of peasants storming the estates of large landowners or working class unions rioting in the cities urged on by socialist radicals trying to trigger revolution.         The giant Russian Empire was making all efforts to move forward despite the great weight it shouldered. Turning their attention outwards the Russian government made several distinct moves in May and June of 1861. First, they signed two important treaties: a defensive and trade alliance with the Austrian Empire and the Pacific Entente with the United States and Japan. Ensuring military alliances with three nations the worlds largest country secured its borders from east to west. Furthermore, the Kingdom of Romania became a military protectorate of the Russian Empire, further shoring up Russian military security in Europe.

        Military modernization efforts were implemented via the establishment of military districts across Russia to serve as bases of operations and training for Russian troops. Investment in arms manufactories and the 100 Spencer's and 10 Gatling guns bought from the United States were sent to be reverse engineered so Russia can construct their equivalents.         Despite the peaceful diplomatic initiatives the Russian military was on the move. First, the Russian Pacific Fleet was deployed to aid the Japanese in their amphibious invasion of the Korean peninsula. Helping to transport nearly 200,000 Japanese troops from the Japanese home islands to Korea. Second, a swift and overwhelming invasion of Persia had begun. Nearly 300,000 Russian troops streamed through the Russo-Persian border between the Black and Caspian Seas lead by the Generals Yakov Baklanov and, the famous, Ivane Andronikashvili. The first wing, under Lt. General Baklanov, was instructed to march towards the Persian Gulf with their first initiative to be the city of Kermanshah. The second wing, under General Andronikashvili, was to capture the city of Tabriz and then head towards Tehran by way of Qazvin. Furthermore, 40,000 troops were to land on Persia’s shore with the Caspian Sea to meet General Andronikashvili in their assault on Tehran.

        By early June both Tabriz and Qazvin had been secured for the Russian Empire with almost no resistance whatsoever. However, resistance had increased as the Russian army drove deeper into Persia. By mid-June Lt. Gen. Baklanov had found himself several days ahead of his supply line and was forced to slow down his advance several miles outside of Kermanshah. The mountainous terrain in the area had lead to heavy guerilla attacks from both Persian army forces and Kurdistani militias. Nevertheless, Russian artillery was able to begin shelling the city of Kermanshah in regular 4-6 hour intervals. By the last week of June, city officials evacuated any remaining troops southwards and surrendered the city to the Russians the following day. Meanwhile, General Andronikashvili had won an overwhelming victory outside of Tehran, where most of the regular Persian Army had gathered. His force had all but obliterated the Persian resistance and the Qajar Shah was forced to evacuate the city only hours before Russian troops stormed the streets and raised the Russian flag over the city. It was clear that resistance would remain, especially in the western mountains of the nation, however the Persian army and government had been essentially defeated. It is fully open to all nations, allowing travel by any person to any place (except those areas under ongoing revolt) for any reason. Foreigners are entirely welcome to remain in China at their liesure, and shall find fewer barriers to travel than ever before. However, we are ending extraterritoriality rights as part of a larger, ongoing modernization of our legal code, in keeping with basic Confucian principles applied to the questions of modern nations. Our intention is to safeguard the persons and property of all foreign nationals, and are committed to this goal, and believe that extraterritoriality poses a threat to propertied interests as it arouses rebellions against them.

Her Majesty's Government will speak out against the events happening in Persia due to the acts of Russian expansionism. It was the original goals of the Russian Empire to liberate the Persians people from the unjust rulers of the Qajars. The annexation is an uncalled for territorial expansion of the Russian empire into the region of the Middle East. Although the Russians may be better administrators than the Qajars, the original goals of the war were to relieve the Persian people from the Qajars.

To quote the Russians' own declaration, "Russia shall put an end to the mismanagement of the Qajars, and rebuild Persia to its former glory, developing its infrastructure and industries, and putting an end to the corrupt practices of the Shah. Russia shall liberate the people of Persia from the disease of the Qajar dynasty. " In no way does the goal of the war state the incorporation of Persia into the entity of Russia. It was the intention of the United Kingdom to help the Russians into liberating the Persians from the Qajars; not to replace them.

The rebuilding of Persia can be accomplished without the need to usurp the native population from ruling themselves. Russia can contribute resources, advisers and money to invest into the rebuilding of Persia so that the people of Persia will benefit. There is no need to infringe of the sovereignty of Persia. The Persians can lead themselves.

With this in mind, the United Kingdom will be seeking to install an improved government in Persia to replace the despotic Qajar rulers, as well as the helping the new government to rebuild the shattered land.

The Tsar is amused that the Empire which has a colonial presence on all of the world's continents is choosing to lecture Russia about her so called expansionism.

Since her Majesty Queen Victoria of United Kingdom would have us believe that the British have no designs on Persia, how does she explain the ultimatum she offered the deposed tyrant Qajar only a few weeks ago?

1) All coastal cities and townships will surrender and fall under administration by the United Kingdom, 2) The military of Persia shall come under direct control of British military forces, 3) Naser al-Din Shah Qajar must surrender all notable family members to British forces.”

This ultimatum reveals the petty nature of the British, their only goal in this war to deny Russia warm water ports, and expand their own colonial empire, quite in contrast to their claim of seeing an independent Persia.

Her Majesty also noted that the Persians can rule themselves. Surely they could, yet could the same not be said of Canada, India, South Africa, and Australia? Shall Queen Victoria be granting these regions sovereignty? Did not the Queens forces just put down a rebellion in India, and still faces mutinies in the region? Did not the death toll rise to millions? Since the Queen is an enemy of expansionism and a proponent of self rule, I invite her to grant sovereignty to her colonies.

The Tsar also wishes to remind her Majesty of the letter he sent her before the commencement of the Russian offensive into Persia, inquiring about the scope of the British campaign in Persia. Her Majesty knew full well that Russia would be annexing Persia and liberating Persia from the clutches of the tyrant Shah. The Tsar never recieved a response to the friendly missive he sent to Queen Victoria.

The Tsar reiterates his commitement to Persia, which now constitutes a part of the sovereign Empire of Russia. Russian citizenship is granted to all the Persians, and they shall enjoy the full benefit of the military and civil support of the Russian Empire, and the industrial and infrastructural facilities enjoyed by all Russians.

The Empress Dowager wishes to announce that any European nation wishing to establish relations with the Great Qing Empire may do so more conveniently now than previously. The Great Qing Empire has established an artisans' colony and a publicly accessible embassy in the Swiss Confederation, and would be pleased to offer aid in trade and travel to any Europeans or European powers, as well as negotiate treaties more easily. Furthermore, the Empress Dowager wishes to publicly thank the Swiss Confederation for their generosity and good faith, and formally recognize their sovereignty and independence.

The Emperor of Japan applauds the Russian efforts in overwhelming the Qajars of Persia who stole from the Persian people and led to a weakened Persia as a whole. Japan supports the Russian takeover of the lands of Persia and expects that the Persians will see great benefits as new citizens of Russia.

Japan also concurs with the Tsar of Russia concerning the duality of the Queen of the United Kingdom. Should the Queen disagree with the practice of colonialism, then she should demonstrate such with a show of good faith by granting independence to all overseas colonies under her control. Should the Queen decline such a show of good faith, the Empire of Japan, and the rest of the world may only assume that the United Kingdom would seek to gather expansionist power itself, while denying it to all others as a purely selfish mechanism.

The Kingdom of the Netherlands is concerned by Russian actions against the Persian people; the Dutch wish for no people to be enslaved. If the Tsar of All Russias wished to depose a vile and hated dynasty, it could be accomplished without the annexation of Persia.

Whilst still on the topic of the freeing of people, the Kingdom of the Netherlands is pleased to announce that the colony of Dutch Guiana shall be henceforth known as the Duchy of Guiana. It is to be considered an intrinsic and valuable part of the Kingdom of the Netherlands. William III, King of the Netherlands, Grand Duke of Luxembourg, Duke of Limburg shall be the first Duke of Guiana.

Her Majesty is aghast that the Tsar would compare the annexation and exploitation of Persia to the peaceful colonization of British citizens in otherwise barren lands. The "princely states", a term for our allies and friends in India, are in fact, their own sovereign nations, guaranteed by the British government to be able to maintain their internal affairs. The so-called Indian rebellion was in fact instigated by the misguided rulers of these princely states in order to acquire possessions from Her Majesty's land. This territorial expansionism was put down after some time. The death toll, although large, did not number into the millions, and were mainly composed of British citizens who were targeted by the barbarism of the Indian radicals. The numbers you have heard were fabricated claims made by those who wish to exaggerate the numbers for a more dramatic story.

It is interesting, however, to note that this event is similar to the Persia situation. The Indian states attacked our holdings, and we have retaliated, similar to how the Russians have chosen to invade Persia and remove the Qajars. What is different however, is that we have chosen to allow the states to retain their national sovereignty. That is not to say that we have not punished them for their aggression, as we have placed severe penalties to restrict their raising of a force to threaten nearby states, but we have allowed them to continue governing their own affairs. The Indian people still rule Indian people. Proponents who harbor unreasonable ill-will toward the United Kingdom have been removed to allow the growth of the Indian region.

With our experience at hand, the United Kingdom had hoped to implement a similar scheme in Persia, so that all parties involved will benefit greatly.

The Ultimatum was given to the Qajars in order to restrict them from continuing hostility against both our powers and stop the cause of further death. The relinquishing of their port cities will allow for the easier administration of shipping food in to give to the people of Persia. With it, the reformation of the Persian government and the ushering in of a new era of enlightenment and prosperity of the Persian people under a Just and honorable government.

The swiss people thank the Empress Dowager for her kind words, and would like to remind all nations that Bern offers embassies and an exchange of diplomats to all nations, as we believe in the necessity of good communications and close interactions between diplomats of all nations, especially with these recent outbreaks of hostilities in both the americas and persian lands.

We understand from our own history that peaceful solutions are often complicated works of art that require many hours of many skilled negotiators, diplomats and experts. Having the ability to have those meet with each other on short notice should not be disregarded lightly, and will surely benefit all nations involved. We have already established no less than seven foreign embassies in the past few months, and have several more that we are certain to welcome to Bern shortly.

In these troubled times, the Swiss Confederation will maintain strict neutrality between all parties. If our neutrality can help any nations to resolve their differences peacefully, we are happy to support any talks aiming at such a solution.

Italians, rejoice! For the first time in centuries the Italian peninsula is once again unified!
Our negotiations with the Pope proved to be a great success, and while not all Italians live under our flag, we have accomplished the unification of the Peninsula. On the next months preparations will be made for the declaration of Rome as the capital of the Kingdom of Italy, as it is only fair that the government of the great italians be located at the Eternal city, i hope that this is just the start of a new era of prosperity and happiness for the italians, great times come, it is time for Italy to take its place under the sun.

I thank the words of the Mexican president, i hope both our nations will find prosperous cooperation on the next few years.

The Tsar is curious, as to how the British "peacefully" colonise a country, by crushing a rebellion against their rule. Nor do I feel her Majesty needs to be reminded of the various battles British armies have fought to ensure and maintain British rule in India. It is also difficult for the Tsar to see how the Indian colonies can be termed barren, for every Russian schoolchild has heard tales of the riches of the region.

This concept of sovereignty that Britain follows in India, is unfortunately alien to us Russians. We have understood sovereignty to be to be the independent right of a nation to act as it see fit. We believed the Princely states were under the the suzerainty of the British Empire, however, we might be mistaken and request clarification on this issue.

The Tsar is happy to see that Indians shall be henceforth ruling their own country, and on that note, would like to congratulate Jo... Err... John Lissel, the new Governor General of India.

The Tsar is also pleased to announce the acceptance of a compromise for the region of Persia, where Russia establishes control over Abadan, and the British Empire extends control over Bandar Bushere and Shiraz.

We already have nine powers from europe, asia and the americas present with permanent embassies. Your presence in Bern would greatly improve your lines of communications and allow for easier negotiations and peaceful resolutions.

The first steps for the Spanish Empire into the modern age of industry and mechanization have begun well.  The governments diplomatic corps will work to insure a system of friendly nations is in place to provide the materials and equipment necessary for Spain to reclaim its place among the top nations of Earth.

We must continue to push for unity amongst the Empire and here in Iberia itself, if we continue to fight amongst ourselves we will slip further behind the other nations of Europe and abroad that are great powers.  If the Spanish empire continues to tear at itself for only what it has now it will never reach its full potential of what it can be and we will have all failed to look out for the interests not only of ourselves but of our children and their children.

Spain also would like to take a minute to applaud those in Italy working to finish the uniting of their people and their move to their proper capital city.  It is also good to see Mexico working to put its chaos behind it and attempting to move forward united as well.  Events in Asia do trouble us slightly however.

The Austrian Empire

The Austrian Empire hopes to assuage any fears that might have arisen as a result of the Land Reform Act of 1861.  The purpose of the act was to make Austria strong, and better enable its industrialization by directing capital towards the modernization of our nation's economy.  We hope that the program will continue to grow an significantly grow our nation's economy and manufacturing base.  However, we are troubled by reports of rioting and looting.  All grievances are to be addressed in the proper forums and channels, of which, a mob is not. 

The Austrian Empire is pleased that the attempts to reform the military and the construction of a new military academy are proceeding according to schedule, and will hopefully lead to better performance of the army.

To the Germanies, Austria intends to protect you from the depredations of others and work with you such that the German people may be strengthened.  We encourage you to attend our Conference discussing a non-exclusionary Zollverein which will aid in these endeavors.

We are also gladdened that the nations of Russia and the United Kingdom were able to reach an agreement over the disposition of the Persian Empire.

The United Kingdom shall accept the compromise in Persia. We are happy to see that relations between the British and Russian kingdoms may be strained, but agreements can still be made. The establishment of peace in Persia is our goal, and the furthering the growth of its people is our duty. It is not our intentions to hold on to our Persian territory, but to form a new government free from the Qajars. We will ensure that the last of their kind will be rooted out in order that prosperity will be ushered in.
