Title: Sympathies changing on their own?

In some of our regions, we've had troubles with "the locals dislike the peace/war with X", so I went and fixed them up. However, some of these reappeared later on, as well as new ones, while our diplomatic situation has not changed. Is sympathy supposed to change on its own?

Yes, to a certain extent.
