Title: Question about realms affected by ice/monsters

Can they use other regions as capitals, say perhaps they were able to get a townsland, could that be used as a capital so that they can refit or does it have to be a city/stronghold?

I think that would have to be more or less on a case-by-case basis. If there's a specific realm that wants to do this, someone from there should contact me and I can evaluate the situation.
