When I go into the paraphernalia page, it looks like this:
Paraphernalia Buy Price Weekly Pay to operate available
Amount to buy/recruit:
buy/recruit
That is the entire page, so I don't see anything to buy or recruit. Is this normal (and if so, please tell me what to do), or is it a problem?

That may mean that there are no paraphernalia buildings in the region. You should check with the Lord if there is supposed to be anything available there. If there is, then this is a bug.

On most realms the bankers or generals bulletin will tell you where what paraphernalia is but it is region specific.

As a general or banker, i never make these lists. They create more work for their players, and always end up out of date. It's much better for the players to learn how to find the information themselves. Then they always get the information they need without having to wait for someone else to give it to them.
