Title: Militia arrests

Does chance that militia will arrest enemy Adventurers or Nobles without unit that are passing trough the region depend of:
a) only of total numbers of militia stationary in the region (single 100 men unit will have equal chance to arrest trespassers as five 20 men units),
b) size of militia units stationary in the region (single 100 men unit will have higher chance to arrest trespassers then five 20 men units) or
c) number of militia units stationary in the region (five 20 men units will have higher chance to arrest trespassers then single 100 men unit)?
