Heard two rumors, wondering if anyone can fill me in on whether they are true:
- The likelihood of getting a "good" recruitment center as an option in a consult is impacted by the number of existing "good" RCs in a realm
- Every character gets a single roll each half day that dictates the quality of the RCs they can consult for. So if you consult once and see bad options, you shouldn't consult again, you should just wait till the next half day
Thanks, appreciate the guidance!

The second is, at least to my knowledge, still true. But it should be fixed that the consult fades after x times or turns. It's an open report:

The less centers you have, the more chances you can get a better ones. As far as my BM knowledge goes.

Ketchump is right.
As an once avid RC builder, I can confirm. More RCs you build, less likely you will get better ones so if you want to build high quality RCs, make sure to build them early. If you don't have any RCs, you are more likely to get insane ones like 100/100. As you build more, you will see less extreme RCs. After 3 insane RCs, you will mostly see ones in 70s. After a couple more you will be down to 50s and so on. I think it caps out at around 30s?
