Title: Does looting just once piss off peasants?

Someone looted a rural region with good stats once and all the peasants popped out to kill us.

Is this intended?

Usually no, but it depends on a variety of factors. I'm guessing its a very high-pop region and there aren't a lot of soldiers of your realm (or a smaller looting unit) within the region.

Also, if they've been looted much in the recent past, they'll be a bit quicker to anger than if they've had a long peaceful time of doing there thing...
