Reply to List for the Realm Council

Summary:

Allow the reply to list function to work for realm council message groups.

Details:

Currently the reply to list function only works for guilds and religions, but the realm council does not have it. It's a useful tool to quickly reply to a group (And make sure you get the right one)

Benefits:

I will stop leaking realm council information to everyone. Also it's easy, quick and convenient.

Possible Downsides/Exploits:

Potential corruption from secret deals, spies will find it harder to get information, council members become less transparent from accidental leaks.

'Reply to list' has been a general feature request for all different kinds of groups (predefined or not).

I'm hoping it can be part of the new message-attachment system Delvin is building, but it remains to be seen.

I'd say this is already on the roadmap, but unsure when it could get implemented.

I would just love a "reply to whoever is on this message" option.

It would make it so much easier to have discussions between people...
