Title:Add note that ruler step down reason is shared to all rulers on the continent
Summary: I remember this being a small issue when people did not realize that when stepping down as Ruler, they did not only address their own realm with their 'reason'. They address all rulers on the continent with that reason. Sometimes it might be good not to share everything, when knowing this.
Details: On the StepDown page for 'Ruler', simply add a line in Italics or whatver to mention that their reason will be broadcasted to all Rulers of the continent.
Benefits: More transparancy, as some in the past shared some details that not all rulers should be knowing. Little coding effort.
Possible Downsides/Exploits: None whatsoever.
