Like any position, why not let the players decide what their obligation would be, and disown it if it becomes a burden? We have players right now complaining of failed interactions and poor communication between knights and elected positions. Having a mentor role wouldn't be onerous if split between 2-3 people. If they want a reward, give them a discord tag.

Just coming in out of nowhere, talking about mentoring on the discord.
I say, take mentoring out of a character class and give it to the PLAYER. You give this role to players who are active, enjoy the game and have time and opportunity to post.

Give mentors the "task" of engaging new players and checking up on them at regular intervals, say, as close as possible to day 1, week1, month 1, etc. The responsibilities could rotate or be shared among the mentors. Give them their own mechanic to see which players are due for their catch up, so mentors can drop in, check the list, write a mail, ect. They can make that engagement general, "how are you liking things, are you getting enough things to do?" or very specific, "how did you go with that task I gave you last time? now I want you to x"... Players could opt out of the mentoring system like office refusal, "I don't want to be bothered by mentors"

Additionally, the council - and the ruler - who are responsible for fun - should be able to see certain metrics,
When is the last time we had a roleplay? a tournament? held a festival, had a string of roleplays that lasted x number of days? Visibility drives these things.
make it visible for every player so they can share the responsibility of driving interaction - or opting out of it if they don't want that responsibility (which is fine - not everyone has time and opportunity).

So, what WOULD we need to do to make this happen?

We'd need a list of achievements and how they are earned. These would need a list of measurables, and to also have the game start recording things that weren't already.
There'd be the title itself, and that ties into the customisable title system and enhanced message system, which Ideally would allow you to choose from among your titles and signatures. If you earned the achievement for mosts backs stabbed or most enemies killed or most bounties claimed, you'd want to be able to boast about it.

say, it recorded those stats every month, and whoevers record got beaten would have to hand over the title to the next person. I'd like to see a "channel" of messages where such leaderboard shenanigans were displayed. when you log in, you'd get to see the movement of, say, the top five people vying for a certain monthly achievement,

"Well, I just missed out on the record for stolen tax money - i'll have to try harder next month for that Master Thief title!"

Implementing records give people a look at the guts of the game, gives them another reason to log in and check the stats and maybe find a new purpose for their character. Getting in a good competition can drive bragging and boasting rights as well as lamenting your loss. Make this a fun monthly contest, essentially.

Yes, implement this but make only one person able to hold the title at a time. Make people fight to increase their score! Watch as assassin's compete to be the best

"Stay here", stressed the clerk, almost pleading, to the lady adventurer who was disturbing his foyer. The man was famished, and it was well past his quitting time, "Someone will be along to ... deal with you ... shortly". The man shrugged. Her Ranger badge and University credentials seemed legitimate, but this far South and at this time of the evening while the King and his guests were dining? Nom thank you! Alabaster waited until he had limped down the hallway and away before she sprang up.

It was a matter of ease to snack a wheeled trolley, left idle in a hallway with the remains of some meal or other on the two tiers. These armor bags were heavy, and noisy, and she could not carry either of them herself. It took both hands each on the canvas sacks, near to ripping with the heavy and sharp contents before she was able to tumble them onto the convenience.
The trolley groaned and creaked - she fed it a bit of bacon grease from a plate which seemed to soothe it. Which way to the dining hall? Aha! She spied two faded tracks in the carpet adorning dressed stone corridors and followed it quite directly to where the Royal and his guests were dining.

The guards at the archway crossed their polearms at her, of course. She straightened, fixing her errant hair and smoothing her tunic on which adorned the Rangers crest. She'd been here before, after all! "I have a delivery for his Majesty", she said, "and his guest."

A moment passed, and she felt obliged to make a curt bow. Nobles loved it when you showed them a bit of humility. She peered inside hoping to quickly make eye contact with someone - anyone - who might allow her to be admitted. The ranseur, though archaic, was still a sharp and deadly implement, even when wielded for display purposes. She eyed these two guards as her mouth dried with uncertainty.

"Royal Ranger Alabaster, from the University. If now's a good time?", she added, tugging open the sack containing the Majestic Plate Armor. Perhaps they would be convinced by its platinum filigree?

Alabaster was already "in conversation" with the door clerk when the two armored guards huffed up the steps with the two large sacks. Armor was carry once it was on, with buckles fastened and straps taking the weight. In a bag, the weight was dead and heavy; both men had left their polearms on the steps so that the Ranger would not be left to her own devices for long. Fortunately the clerk was taking care of that for her.

"Listen, all I know", said the Ranger, "Was that I've been at large for three months finding a sage to get this armor repaired. His Highness, the Dragon King is going to want this returned while it's still shiny and, you know", she shrugged, "Majestic"

​She tugged open the drawstring. Arranged inside was a sparkling set of armor, shined to a near mirror finish, the smaller pieces sitting inside the breast and backplates which were the largest. The helm was short but magnificent with backward facing wings of shimmering metal and a tasteful faux-crown across the brow.

"And the other?", said the clerk, who now raised out of his chair, his attention piqued at the second bag. He nodded his head to the on guardsman to "go on", and send for someone to verify the claims of this Ranger.

The second piece of armor was altogether weighty and not in the least bit elegant. Most mail armor was strong by virtue of interlocking rings of steel. This piece was ungainly, dark and greasy, the ragged ends at the knees and wrists tidied up as best was possible. It was as though it had been made for someone altogether larger than a typical human, and had been roughly resized without care. The rings were thick and mercilessly heavy; in place where a ring or two was missing (which happened from time to time in conflict and poor maintenance", they had been replaced with a loop of precious metal and indelibly added to the mix. On closest inspection, Alabaster had concluded they were rings. She remembered blanching at the time and being unable to sleep afterwards. Wedding rings.

The armor had been found quite by accident a continent away and brought thusly for the _guest_. It had come with a surcoat of black and red, stamped with a ragged characterture of a nightmarish dragon. Take it or leave it, she guessed,

What helmet she'd found in the barrow grave had not been worth salvaging. Alabaster crossed her arms at the clerk who motioned to a hard wooden bench. The one last guard dragged the armors, scraping to sit on either side of the Ranger as she waited to be seen.

Roleplay from Alabaster

Message sent to everyone in Port Raviel (12 recipients) - 1 hour, 50 minutes ago

After a short trip - nothing compared to the sea voyage over here - Alabaster alighted her hired sloop. She was _fairly_ certain they were smugglers - likely prostitutes on the way in, and bloodmoon fruit on the way out. The fresh fruit would never last, so instead it might be purchased as the seed, syrup or as a dried powder, of dubious efficacies. Rarely was it consumed raw anyway in this day and age, out of fear. Smugglers ship was the quickest and cheapest route, and so it was the one she took.  The Maritime District was once one of Port Raviel's great spectacles, boasting fish markets, shipyards, mercenary companies, and navigator guilds.

The Inner Ward was a fortified complex - a city within a city. Home to the Old Capitol, a vast complex of abandoned government offices that used to serve as D'Hara's administrative capital, it was her next destination and she stepped quickly with a wheelbarrow containing the treasures she had brought. These amounted to two large canvas drawstring bags, too heavy for her to carry on her own.

Two guardsmen gave each other quizzical glances as the stopped her wheelbarrow and huffed her way up several steps, "Someone called for  Ranger?", she said by way of introduction, flashing them her Royal Ranger badge that she wore on her breast. The soldiers looked vaguely impressed; adventurers did come this way to offer their services to the aristocracy, after all, and they were willing to die combating the rogues before the army needed to get involved.

Alabaster had been here several times before in her extensive travels, each time in service to their Royal but never getting so close as to actually _meet_ the man.
"You have a.. guest.. staying with you", she posited, "I'm here to escort them safely on their travels, whichever which way that is".

Alabaster found herself momentarily distracted by the fine coach and horse which had been parked outside; two valets were cleaning out the interior and stocking a small trunk with provisions.

"Also", she said, flipping her thumb towards the wheelbarrow, "I've got gifts for the King and his guest, so I'm gunna need....you", continued the Ranger, pointing a figure at Left, "Aaannd you", to the Right, "to schlep these up the steps for me. Maaaaybe there's a gold piece in it for the both of you. Hop to it, hot stuff!", she grinned, slipping beneath their crossed halberds and jogging up the steps to the landing the great doors of the Inner Ward.

I'd like to see federations removed for simplicity and maybe even neutral. Keep war, peace and alliance.

Limit alliances to no greater than 1/3rd total regions as proposed AND treat the disposition of realms towards the alliance, not the member. It makes no sense to question wars against realms you hate. Introduce some consequences into alliances and make the actions of allies affect the perception of those allied nations.

I know it's probably never going to happen, but this could be a good thing for every new player. You start with a squire/ junior noble with limited responsibility, under the tutelage of more experienced player. Once they've got the hang of it ( and you're sure they are going to stay around), you give them your recommendation and they get elevated.

Being Taran, I didn't feel anything about being part of the Tara/CE hegemony except boredom. Things eye only just starting to get interesting when the island was sunk, like others, forcing me to split up the two characters I had on that island.
