Helpline / New Titans/Replacement Magistrates

I may be missing something but when you announced the closure of the magistrates you said that there would be a merging of a sorts between the two roles.

What's happened about this? Do we still see cases or results on the Forum? Or do we find out when things change in game?

So, I've not played Battlemaster since September, mainly due to a lack of internet/time. Judging from the lack of Characters I presume BoM was subjugated.  Lyonesse seem to have  a new ruler [Nice banner btw] and are at war with Darka? 

Anyone care to elaborate?

If you destroy a recruitment center can you rebuild it or is it lost forever?

And how rare is a SF 99/99 recruitment center?
