Development / courtier work/looting

In the region Bisana (BT), I've been trying to do courtier work for about a week now and I keep getting this message:
There hasn't been any looting in the region for at least the past 30 days, but there were undead 8 days ago. Is that what it refers to? And what is the range on "recent"? Thanks!
