Isn't this spell somewhat broken in that it is a summon spell and a control spell at once.

Once summoned it obeys the commands of only the summoner.


Does this mean that it starts out under the control of the summoner, or that only the summoner can control it, but it will still require a separate spell?

Harm lvl is 3, Fire lvl is 2. So Fire gains 13 xp, and Harm get's 0? Is there a formula for this?

"Perform ritual. a ritual (Harm/Fire - 3-3-3)Completing these actions would result in the following changes:

    13.50 energy expended
    13 XP in Fire gained

Ignoring components, the ritual(s) included in these actions would take a total base time of 2 Weeks, 1 Day, 5 Hours."

Is there a reason why only Fire XP was gained from this, and not also Harm? Or is this just assigned randomly?

I am of the opinion, as well as the hope, that the same spell could be performed in a multitude of different ways.  For example, to create a candle light effect, one may cast a low level spell with a fire base and perception intent. Or perhaps a create intent with a fire base. In the same way, a bolt of fire could be just as damaging as a shard of ice. This would allow you to be essentially equally effective as your peers in the same situations, but at the same time, each spellcaster has different skillsets. Of course, once higher level spells are created, specializations would be formed, each with its own...flavor.
