This is prob a stupid question, but why did the former mentor system disappear? When I first started (like 11 or 12 years ago) that system worked perfectly and provided some fame possibilities for the mentors as well.
I am glad to report at least one success! A player came on IRC earlier crediting reddit (and your post when further prompted) to directing him our way. They are a MUD and tabletop gamer, so seems a natural fit. They should be playing in Luria and Perdan, as I recall discussion going.
There have been many player-led initiatives in the past to try to recruit more players, over various platforms. I do not recall any achieving tangible results.
While this can sound very stupid, why not "invest" in sites like9gag!? There are a lot of "nerds" there. With th fame of GoT and Vikings, I think BM can find at least some good players.
During the Middle Ages shipbuilding was ad hoc locations, sometimes associated with basic docks dug on the foreshore, storehouses and smithies. Other associated features at medieval and modern shipyards included sawpits, ponds for timber seasoning and ropewalks (...)
I don't know offhand what regions shipyards can be built in. But once you have a shipyard, that is the infrastructure you need to build fleets of ships.
As long as it's a coastal region, I don't see the problem.
If it's landlocked, and still allowed to build a shipyard, that's a bug.
