Since I am unsure what Tom wants to do with the council creation story, I will refrain from following up.
I think this should be handled differently. Instead of voting to accept council creations stories, people involved should just be able to post the story related to creation of their council right away I feel. But obviously, all the members of the council should write at least a chapter for the creation of their council story.

Q&A / Chapters with prime source

The title might be misleading. What I wanted to ask was what happens if nobody writes about the prime source that was found earlier in the overall story? Just like that prime source that was found in chapter 1 of city states. I think 1 legend can have up to 5 chapters was it? If people ignore the prime source, can someone open up a new legend focused on the prime source? Also do you have to dedicate a whole new legend to claim the prime source? What happens if your rivals don't want to see your council take the prime source so constantly reject your chapter over and over?

I think 3 is good too. 1 is more like just creating a single new species while 3 feels it is pretty good amount for modifying existing creations.

This really doesn't matter actually.
Luria's problem wasn't its nobles. Its main problem was its location. Once this expansion ends, Luria will die again because there won't be anything else to do but fight monsters. Luria simply has no neighbour to fight with. Expanding west is a mistake and due to this quick expansion, they will simply attract more monsters overtime.

I don't think it is a matter of me being okay with it or not. I am not in position to say yes or no to anything XD. After all we vote on chapters. Once my chapter ends, I have no power over other chapters. If you need me to edit my chapter to fit yours let me know.
