Helpline / Peasant Mobs Destroy the Local Economy

OK, so... peasant militia.

Apparently there is no hook in the code that prevents the peasant mob from billing the lord for their services. Gwohadda's expenses this week were just a few coins over 2,000 gold! Obviously this needs some adjustment. The lord should not receive an invoice from peasant mobs.

In addition, the militia in Gwohadda demand 576 gold to disband. Will this lack of payment prevent them from disbanding on their own? How long will this disbanding take?

So... Looks like Sandalak peasants can do some serious ass-kicking now.

By my count, there were approximately 10,500 CS spread over three units, totaling ~2,500 peasants. No Sandalak mobile forces or regular militia. All peasant mobs.

Taselak had 14 units in the battle, totaling ~7,000 CS.

Following the battle, there are still about 2100 peasants, with 8800 CS. All 14 Taselak units wiped out. ~3,000 CS left for the Tassels.

Is this from the new looting code, producing peasant armies to be feared? No more stirring up peasant mobs so you can boost your unit's training and cohesion!

This is really going to change things ...

So...

Our ruler got ejected from a lordship and duchy by a Titan decision.

Since he was barred from holding duchy and lordship for 30 days, he decided to leave it open for the duration, and then re-appoint himself. This leaves an open duchy, and three empty lordships for an entire month, including the capital itself.

This touched off a series of objections, and then a silent protest campaign.

After losing 4 or 5 points of prestige, the ruler and judge's family's pull some swaps, create a third duchy, and appoint the empty duchies and a lordship between themselves.

This touches off more objections of cronyism and position hoarding.

The silent protests continue, and more prestige is lost.

The judge bans four nobles on *suspicion* of leading and taking part in the protest campaign. He refuses to show proof to anyone who he doesn't trust, because the proof is sensitive information.

The ruler publicly supports the judge's actions.

Protests start publicly against the ruler and judge.

Rebellion is planned. Members flood the underground. People rush to the capital.

The turn before the ban takes effect, the ruler and judge are protested out of office.

Two ruler candidates are announced.

Minutes before the bans take effect, xolotl flees to nothoi with his region. The other three are banned. Xolotl was a ruler  candidate, and is automatically removed.

The banker, one of the original Nobles of Caelum, announces herself as a ruler candidate.

The realm is left in a weird state:
Three duchies, two of which are lead by the deposed ruler (who is still royal) and his crony the deposed judge. One of these duchies holds the capital, a stronghold. The other has only two rural regions.

The third duchy holds a true city, and is led by duke moonglum, who has been neutral in the ruler debate.

The banker has pulled food from all regions and stockpiled it in the city, away from the former ruler and judge's duchies, to "safeguard it in these difficult times". The former ruler and judge accuse her of starving regions deliberately, despite the fact that no regions are out of food, let alone starving, and some lords are still feeding double rations. She has promised to keep everyone fed, so long as the lords dont revoke her access. Three have revoked access anyway, and will have to feed their region on their own.

A ruler will be elected in three days, and then a judge can be appointed. The direction the realm takes will greatly change, no matter how this works out.

Is this the first death in battle we've had on the island? I know we've had several duel deaths. He was a hero, so not a victim of universal mortality yet.

The Gottfrieds move the Duchy of Ubent from Perdan to Caligus. They take Perdan's capital with them.

Caligus immediately declares war on Perdan.

Perdan must move its capital. Again. Will they move to Aix, in keeping with their treaty obligations to the north?

Will they hold to their treaty obligations and carry through with the transfer of regions to Eponllyn?

Will this give Perleone, and Fallangard, a chance to survive?

In light of the recent public discussions regarding position placeholders, and two recent Titan cases involving placeholders, the Titans have elected to provide a summary of these two cases, and the placeholder rule in general.

The first case:

A case was reported to the Titans regarding a placeholder noble in the position of General of the Cagilan Empire. Specifically, that the ruler of the realm appointed a noble, without consulting him beforehand, as "... a temporary appointment to end the confusion that our peasants and nobles were having." In addition, the new appointee as general stated: "I intend to hold the post only temporarily until Jean-Luc returns, or another candidate steps forward."

The Titans judged that these actions violated the placeholder rule which forbids temporary (i.e. placeholder) appointments. The Titans applied a punishment to the character of Susan Maxwell in the form of a removal from the position of ruler of the realm, and a restriction against holding that position for 30 days.

A case was reported to the Titans regarding a placeholder noble in the position of Count of Montijo. When the lord of Montijo was captured, a referendum was automatically held. Eldarion Rahl was elected as the lord of the region. Erik Eyolf, the Duke of Avamar whos duchy contained the region, requested that Eldarion step down as lord so the previous "rightful" lord could be reappointed. Specifically: "While you won the position, the region belong to Lady Rhiannon, that was imprisoned while fighting for Sirion. We are used to give the regions back in this cases, as it happened with Tallbar, I think"

When Eldarion did not step down, Erik Eyolf threatened Eldarion. Specifically: "First I asked... now I'm ordering. Leave Montijo or face the consequences." Erik Eyolf then threatened to have Eldarion banned from the realm. Specifically: "I requested Eldarion to leave Montijo so I can give the region to the former Countess. Now I ordered him. If he refuse to leave, I will request the Judge to convince him. If she fails, then I will run for Judge once again to banish him."

The Titans have judged that these actions violate the placeholder rule in that once a character has been appointed or elected to an office, they become the rightful holder of that office. The previous holder has no rights to that office. They are not the "rightful" holder. If they were "rightful" holder then the game would not have removed them, and they would still have the title, or would have it automatically returned to them.

Given the aggressive nature of the actions, the Titans elected to apply the following punishment to the player of Erik Eyolf Serpentis: Removal from the position of Duke of Avamar, a restriction against holding the position for 30 days, and a 3 day account lock.



In addition to the above case summaries, the Titans would like to make it clear that the use of placeholders for a position in any context is forbidden. Any noble that wins an election for a position, or is appointed to a position, becomes the "rightful" holder of that position. The position, by all rights, belongs to them.

When you appoint characters to positions, you should only appoint them if you want them to be the permanent holder of that position. (Or until the next regular election cycle for elected council positions.) If you are not willing to live with the results of elections, then you should not hold them. Change the government system to use appointed positions, then hold manual referendums to decide whom to appoint on those occasions when you do want to elect someone.

There is a special case that involves elections to fill vacant council positions. Some may view it as an exception to the rule, while others may consider it a normal functioning of game mechanics. The situation is this: If an election is running to fill a vacant council position, a noble may be appointed to the vacant council position to fill that role until the election completes. When the election completes the noble that wins the election will automatically replace the prior position holder. (Unless the noble in the position wins the election, in which case they will keep the position.) If a realm chooses this path the appointed noble is the rightful position holder for the time that they hold the title. Their replacement at the completion of the election is a normal, and expected, game mechanics action. This is not considered a violation of the placeholder rule.

Remember: You cannot make IC laws that contradict or attempt to circumvent game mechanics/rules. It is up to the players to adjust their IC/IG behaviors to comply with the game mechanics and game rules, and to make sure that any rules they make do not conflict with them. As part of Antonine Octavius' election campaign he promised to deliver a pony to every noble in Eponllyn if he won. When the election was over, he immediately delivered the promised ponies to the entire realm.

"What is her name?"

"Your Highness, I am told that her name is Derpy."

"Derpy?"

"Yes, Your Highness."

"Derpy..."

The clerk nodded solemnly.

"Take it to the stables. I'll figure out what to do with it later."

The clerk nodded, then led the pony away to the stables.

Development / Food consumption and reporting on SI

The reporting of food consumption on South Island is really screwy. (I don't know if other islands are affected.)  I've got food consumption reported ion three different places and giving three completely different stories. I could be out of food in anywhere from 6 days to 115 days, depending on where I look.

It's confusing as hell.

So... do I have 6 days, 12 days, 73 days, or 115 days? Do I get to pick the one I like best?

And why is my region on 50% rations? I know I never set that. And the FoodDistribution page doesn't say anything about automatic reduction to 50%, just to 25%. But even then, it says that quarter rations will only last until you have at least 4 days of food on hand. I have well over that (4 days = 704 bushels) , but I'm still on reduced rations. Can the banker set your region to half rations if they have warehouse control?

FoodDistribution also seems to completely ignore local production. That doesn't seem right, as my city produces pretty close to half the food it needs all on its own. At half rations, we only need 10 bushels a day, not the 12 it seems to be claiming we need.

In that respect, FoodReport *seems* the most accurate.  FoodDistribution is useless because it ignores production. Command ... well, it seems to be ... umm ... I dunno... taking FoodReport's estimate and factoring in rot? That would make it more accurate than FoodReport's estimate, but that's just a guess. It could just be math-challenged.

Food rationing is great and all, but it needs to be reported consistently, account for all factors involved, and make sense.
