"Underground activism"?

When a merciful court is held, one often sees the report that "Rumours say underground activism has increased." Now, if this does not affect the control, does it actually have any effect on the region?

It does affect the control.

Surely you don't think that control is just Core, Main, Province, Occupied as a 1, 2, 3, or 4?  Much like the other stats, each of these descriptions denotes a particular range of control.
