If you want the Titans to take up a case,
you need to make a Titan report.
The Titans and Magistrates do not simply take up matters that no one reports. This has been made clear a number of times over the several years they have been in operation.
The best rule of thumb is:
If you do not have personal knowledge of a Titan report being filed for a specific incident, and you want that incident to be investigated, file a report yourself.Furthermore, whether or not a Titan report has been filed, you are still expected to abide by the Social Contract provision banning public accusations of cheating or abuses without evidence.
