Was this option removed?  Did all monarchies change?  Am I just that old?

Yeah, that changed with the new election system (which has indeed been active for quite a while :) ). We do have representative voting by lords and dukes as an option now (lords with more knights get more weight). I personally think this is being used way too little.

Did monarchies ever have it? I know theocracies did, but I didn't think monarchies did.
