How to send a letter to a customized group

I am wondering how you can send a letter to lets say a group of people + one more.

Like if I want to send a letter to the military council of a realm and someone who isn't in the council at the same time.
(it will probably say sending message to all members of the military council and Noble A)

I've seen people done it but I just can't figure it out.

If someone not in a group sends a message to a group, then a reply to the group will give you the option of including that extra person in replies to that message. Subsequent replies to those will not include that extra person. So if you want to keep including that extra person in the discussion, you will either need to keep replying to that extra person's message, or just add them to the group.

This feature has been around for a several months. It just doesn't get used all that often. But when you need it, it is very handy. (This was one of Tim's innovations. :) )
