But all the peasants who emigrate from Kuugl go to Lopa, and none to Mio.

Does Lopa have a lower relative population and/or higher stats?

Makes sense then doesn't it? If I was a peasant looking to move I would be looking for a decent region with plenty of open space.

Yes, of course. I'm not complaining about anything!  :D I'm just helping to explain the slow repopulation of Mio Dupaki.

The people currently in Mio enjoy a high standard of living. Foreigners are probably pushed into menial jobs that allow Dupakians to maintain this standard. Lopa, on the other hand, has free land.

Europeans didn't migrate to America because the production there was high. They moved there because it was low, and therefore afforded them more possibilities.
