Lords will not appoint

I am having trouble in Asylon Dwilight, the lords of two regions are not being appointed even though they were appointed. Shuberstone and Itau. The Duchy has been empty for a week or so but I have appointed a Duchess to the position and Shuberstone has the same problem.

You appointed a duke.

A duke is no longer the same as a lord of a city. The city will not be part of the duchy of Itau until a lord changes the city's alleigence to that.

There is no bug here: if you wish to appoint a city lord, the duke of Via must do it.
