Allow the ruler to sponsor an army

Basically what the title says. There doesn't seem to be any RP reason for not allowing a ruler to sponsor an army. If he's not also a region lord, then the army would be automatically based in the capital (or maybe the region of the ruler's family home, if it's in that realm).

I believe the issue is about the code, not about RP.

No....not really.

It's more or less about separation of powers. It also hasn't been revisited for some time (certainly not since well before New Estates came online), so I can see room for discussion on whether it should be changed.

I believe my Ruler character inherited an army sponsorship... is that the only way to do, then?

Currently it is, I believe, yeah. Seems that if a ruler can inherit a sponsorship, there shouldn't be any reason why he can't sponsor one himself.

I'm sponsoring two armies as ruler of Iashalur. One I had from before I was ruler the other I founded just recently.

That's because you are the Lord of a region too. They can found armies.

I beleive if you already sponsor an army, regardless of position you can sponsor a new one.
