As Telrunya said, there was an exception for sea routes, because when the change first kicked in, D'Haran lords couldn't trade with anybody at all.
http://bugs.battlemaster.org/view.php?id=6706Trading over sea lanes has not been implemented.You should now be able to trade over sea lanes while they're still there, and characters in coastal regions already receive added boost in trade distances.
