It seems that a new noble of the realm went on a looting spree in Tara, a land currently experiencing a tense diplomatic situation with its neighbor. When cautioned, the noble persisted and received the maximum fine possible from the High Magistrate. This was not enough, however, as the looting continued and the noble has since been banned.
