This is almost entirely accurate. I've described him in the past as being unassuming, of pale complexion, with short cropped hair and the kind of detached, easy demeanor of someone who spends most of his life in his own mind. I know that's not really what Steve Buscemi is playing in Boardwalk Empire, but the picture captures it. In fact, I'd say that Nucky Thompson (the character in the series) perfectly encapsulates Hrok.
Nucky is employed as treasurer of Atlantic County, New Jersey, but in effect controls the region as a political boss. At the start of the series, set the day before prohibition is to take effect, Nucky conspires with other local politicians to profit from bootlegging liquor. Nucky conducts his business out of the top floor of the Ritz-Carlton, and makes a fortune on bootlegging and other criminal activities performed in Atlantic County.
