Requirement for Lord?

My character is trying to appoint someone as Lord, but they are not showing up on the list of available candidates. They are not a new member of the realm and they now Have an estate in the region, so I'm not sure what's wrong.

However they only have 2 prestiege and 23 honor, is this what is preventing me from appointing them or is it a bug?

I believe you need at least 3 prestige to become a Lord.

I'm pretty sure it's 5 prestige, not 3, because I couldn't be appointed a lord when I had 4 prestige.

Also, make sure he doesn't have any estate.

The prospective lord *may* have an estate in the region in which he is to be appointed. He may not have an estates in any other region.
If at first you don't succeed, don't take up skydiving.
