Anyone with the power to reacreate it, that is. I doubt anyone from Minas Ithil would be able to recreate the realm at this time.

I think that rulers can only give regions to adjacent realms' rulers.

I don't think realms without regions can be resurrected. This was an issue with PeL. We probably just need to round up the list of dead realms and prod Tom to delete them.
