The exact problem identified is only being able to buy food with bonds. % paid in gold is a possible solution, but I see it as a mediocre fix to the symptoms. In all other parts of the game, gold is superior to bonds. The only point of bonds is to require a trip to a city to convert to gold, similar to unit recruitment to be in the capital. If you want to go ahead with stupid word games then whatever, and feel free to ignore the obviously correct solution.
The mechanics are the way they are for a reason. Your not asking for a solution like the OP, you are asking for the problem just to be gone and not having to deal with it. If requiring bonds to be used instead of gold was considered a bad thing, it wouldn't have been done.

There is not, and will not be, any oversight of the devs. (Save Tom, though I'd count him as a dev.)

In this game, the devs are Gods, and if you don't like us, or the way we choose to take the game, I'm afraid that's your problem, not ours.

So you meant the first one, rather than the second? 'Cause in context, it really sounded like you meant the second.

It's like you take every opportunity to be rude to the people running this game in their spare time that you play for free.

To be fair, I didn't even consider that he might be referring to the second option.

The funny part is that I never even considered that he meant the first.

Isn't the internet fun? :)
If at first you don't succeed, don't take up skydiving.

I'm not sure how anyone could take my statement to mean that the devs have higher oversight, because they evidently don't. But I meant of course that there are overlooked unforeseen consequences in design decisions, in response to someone who stated "The mechanics are the way they are for a reason", which of course brings to mind some religious people.

Indirik

Because the way you used the word "oversight", the common meaning is a group or individual who reviews and critiques your actions. A higher power who oversees what you do. Think of things like "oversight committees", etc.

A more common term for what you meant would be "overlook", ias in "the devs occasionally overlook side effects".

...I'm sorry, could you please rephrase, because that didn't make a lick of sense?
