Scouts Becoming "Lost"?

Hey there, I've been playing for a few RL weeks, (or is it months now?), and am pretty confident with most of the BM mechanics, but one thing that's bothered me ever-so-slightly is scouting, or, more specifically, what happens when a scout fails.

I've sent out scouts plenty of times, and on two occasions, my scout has apparently been lost, captured, killed, or otherwise unable to report on the area I've scouted, as relayed to me via the game mechanics. This is fine, and adds a bit of depth to sending a man you may only have a small handful of to get specialized information, which I enjoy. The only problem is later; I'll check my paraphernalia and find that I still have all my scouts ready and willing to go out on their hour-long jog, including the errant one.

Is this intentional? Do my scouts just slink back into camp unnoticed later, whistling a jaunty tune to distract everyone from the fact that they weren't able to follow their orders for some reason? :P

Any input/explanation would be appreciated!
