Buying provisions at allied city not possible?

Were wondering why i cant buy provisions from allied city?
Ar Agyrian noble at Thalmarkins capital Unger:

You can not buy provisions in this region.

I have 30% provisions and good amount of gold at hand. I think i have bought provisions earlier outside own realm... but cant be 100% sure.

Does the city definitely have food?

Not sure, atleast it doesnt show starvation or hunger on region page. It has marketplace and granaries.
