How is it determined which Duchy a region will be a part of after TO?

In most cases I've encountered there's only been one duchy adjacent to the region, so it joins it.  I would think that if multiple duchies bordered, it would go to whichever duchy had the closest bordering region in terms of miles.

Any time a region is added to your realm (aside from things like buying the region, where it takes the duchy of the person who buys it), it joins the closest duchy. If there's more than one, it just picks one at random, IIRC.

I have a vague recollection that it isn't random, but goes to the duchy with the nearest region by miles between region centers?
