The infil was Guy from Sirion who collected the 7k+ bounty from Evangeline, Queen of Westmoor's head, then joined Ibladesh to avoid Sirion's insane property taxes (old feature) and indeed lost all of the bounty because it was in bonds.
I laughed hard at this one... masterpiece.
