I looked at some of the character pages, for example http://shopkeeper.lemuria.org/api/characters/11 list the usage of his healing potion at 16. I assumed that was how many times he has used the item in quests.

Shop ID#2 buys 4 x I#ID 38

Northmen is on the quest The Town Graveyard

The priest of the local temple of death is worried about his graveyard. There are strange noises and sounds on some nights, and the locals have begun to say that the dead are walking there. Recently, a young girl disappeared in the area.
The heroes begin their quest by asking around and checking for rumours or if anyone has actually seen anything.
They find quite a lof about the history of the town and the graveyard, helping them to prepare.
Armed with valuable information, they decide to investigate for themselves, and prepare for a nightly stay at the cemetary. Entering the graveyard, everything seems perfectly normal except for the fact that it is a dark night and among graves is the last place any sane person wants to be. But they calm their fears and look around. After quite some time, they suddenly come upon a grave that seems oddly disturbed, but before they can examine it, two skeletons jump at them with a shovel and an axe.
In terror, the heroes fight for their sheer lives, not believing what they see. But with combined efforts they defeat the creatures, smashing them into individual bones.
The party takes a total of 12 points of damage, in marching order.
Sven Svenson takes 6 points of damage, minus 4 points of armour, losing 2 hitpoints.
Kugar Bear Shaman takes 6 points of damage, minus 4 points of armour, losing 2 hitpoints.
After the battle, a total of 4 hitpoints were healed using prayers.
Looking around for a clue about where the undead might come from, they discover a crypt with doors ajar. They enter.
Beyond the door, suddenly they stop, and then quickly jump out of the way as a big tree trunk comes crashing down. A trap!
They proceed deeper into the crypt, lighting torches and checking carefully every corner and every coffin. Not long after, they reach a small hall, and almost as expected, face a skeleton warrior with sword and armour, who immediately attacks.
They fight as a group, coordinating their strikes well, but the warrior is strong. He lands several blows before he is finally defeated.
The party takes a total of 15 points of damage, in marching order.
Sven Svenson takes 4 points of damage but his armour of 4 points prevents serious damage.
Kugar Bear Shaman takes 6 points of damage, minus 4 points of armour, losing 2 hitpoints.
Small Willi takes 4 points of damage but his armour of 4 points prevents serious damage.
Bjorn the Quick takes 1 points of damage but his armour of 2 points prevents serious damage.
After the battle, a total of 2 hitpoints were healed using prayers.
Deeper and deeper they proceed into the tunnels of the crypt. Suddenly, the tunnel collapses around them, showering them with rocks.
With combined strength, they quickly clear free themselves from the stones and proceed, with some bruises and covered in dust.
The party takes group damage of 5 points each.
Sven Svenson takes 5 points of damage, minus 4 points of armour, losing 1 hitpoints.
Kugar Bear Shaman takes 5 points of damage, minus 4 points of armour, losing 1 hitpoints.
Bjorn the Quick takes 5 points of damage, minus 2 points of armour, losing 3 hitpoints.
Small Willi takes 5 points of damage, minus 4 points of armour, losing 1 hitpoints.
Ortel Brim Turok takes 5 points of damage, minus 2 points of armour, losing 3 hitpoints.
After the battle, a total of 4 hitpoints were healed using prayers.
Another tunnel and another hall, this one seems wet and moist, and they look around, expecting a hole in the ceiling where rain comes in,  when suddenly the floor drops and they get dumped into icy-cold water.
Fortunately, they are used to worse weather and after some struggling, escape the trap.
The party takes a total of 10 points of damage, in marching order.
Sven Svenson takes 2 points of damage but his armour of 4 points prevents serious damage.
Kugar Bear Shaman takes 4 points of damage but his armour of 4 points prevents serious damage.
Small Willi takes 3 points of damage but his armour of 4 points prevents serious damage.
Bjorn the Quick takes 1 points of damage but his armour of 2 points prevents serious damage.
The party takes group damage of 4 points each.
Sven Svenson takes 4 points of damage but his armour of 4 points prevents serious damage.
Kugar Bear Shaman takes 4 points of damage but his armour of 4 points prevents serious damage.
Bjorn the Quick takes 4 points of damage, minus 2 points of armour, losing 2 hitpoints.
Small Willi takes 4 points of damage but his armour of 4 points prevents serious damage.
Ortel Brim Turok takes 4 points of damage, minus 2 points of armour, losing 2 hitpoints.
"More skeletons", they think as they turn onto another tunnel with half a dozen undead, armed with knives, clubs and improvised weapons.
The battle is short, but serious. At the end, the skeletons lie shattered on the floor.
The party takes a total of 15 points of damage, in marching order.
Sven Svenson takes 4 points of damage but his armour of 4 points prevents serious damage.
Kugar Bear Shaman takes 6 points of damage, minus 4 points of armour, losing 2 hitpoints.
Small Willi takes 3 points of damage but his armour of 4 points prevents serious damage.
Bjorn the Quick takes 2 points of damage but his armour of 2 points prevents serious damage.
It feels like they have been walking through these halls for ages, but finally they have arrived at an ornamented door,  clearly leading into the main chamber. They prepare for battle before they enter.
Luckily, they spot the trap in time and disarm it. Such a nasty surprise!
Inside the chamber, an ancient undead wizard awaits them. A lich! They had heard rumours of these creatures, but the reality is much worse than anything they imagined. Armed with powerful magic and a twisted mind, the creatures is a frightening enemy, and he is not amused about the disturbance.
The fight is joined with swords and magic, and the powerful creature strikes true again and again, while the heroes can barely get close to him. But together, they stand up to his vile magic, and push forward, finally cornering him and, with a final, combined effort, snuffing out his unlife.
The party takes a total of 20 points of damage, in marching order.
Sven Svenson takes 6 points of damage, minus 4 points of armour, losing 2 hitpoints.
Kugar Bear Shaman takes 7 points of damage, minus 4 points of armour, losing 3 hitpoints.
Small Willi takes 4 points of damage but his armour of 4 points prevents serious damage.
Bjorn the Quick takes 3 points of damage, minus 2 points of armour, losing 1 hitpoints.
The party takes group damage of 5 points each.
Sven Svenson takes 5 points of damage, minus 4 points of armour, losing 1 hitpoints.
Kugar Bear Shaman takes 5 points of damage, minus 4 points of armour, losing 1 hitpoints.
Bjorn the Quick takes 5 points of damage, minus 2 points of armour, losing 3 hitpoints.
Small Willi takes 5 points of damage, minus 4 points of armour, losing 1 hitpoints.
Ortel Brim Turok takes 5 points of damage, minus 2 points of armour, losing 3 hitpoints.
With the restless dead now resting in peace, they party plunders the main hall for treasure and returns to the temple, victorious.

Mighty Heroes is on the quest The Labyrinth

They arrive at the ruin and everything seems peaceful. It doesn't take long for them to find the entrance that leads down and there is a hole in one wall in the basement, leading into another room with a spiral stairway. Much further down, in the light of lamps and torches, they see a beautiful marble hall with four doors to pick from.
The decide to go north, and as they pass the door, it slams shut behind them. Then they enter the hall of strength, and find a giant stone blocking the exit on the other side.
With combined strength, the push the rock aside and continue.

After a few turns, they arrive in the next hall. White clouds begin to fill it as soon as they all enter, and a voice speaks: "This is the test of smarts. There is a hidden door, hinted at by the signs on the walls. Find it in time or suffocate."
The ancient symbols make no sense and resemble no known language. They attempt for a long time, but cannot figure out what it all means or how it shows a door. Finally, one by one they run out of breath as the white mist fills their lungs. Just before they pass out, the clouds lift and the voice says: "You failed this test, but you passed the first. Continue and  prove that you are worthy in another challenge."
The party takes group damage of 6 points each.
Franziskus takes 6 points of damage, minus 3 points of armour, losing 3 hitpoints.
Chuck takes 6 points of damage, minus 2 points of armour, losing 4 hitpoints.
Timothy takes 6 points of damage, minus 3 points of armour, losing 3 hitpoints.
After the battle, a total of 5 hitpoints were healed using prayers.

In the next room they reach, all doors slam shut as they enter and the ceiling begins to move down. A voice speaks: "This is the test of power. Stop the roof with your combined power, or be crushed underneath." and then falls silent. The heroes brace and push as the ceiling reaches their shoulder height.
Try as they might, they cannot stop this trap, and one by one fall to the ground. The ceiling lands on them and begins to crush them, but then stops and lifts. The voice says: "You fail this task, but you passed the first, so you can continue and prove your worth on another challenge."
The party takes group damage of 6 points each.
Franziskus takes 6 points of damage, minus 3 points of armour, losing 3 hitpoints.
Chuck takes 6 points of damage, minus 2 points of armour, losing 4 hitpoints.
Timothy takes 6 points of damage, minus 3 points of armour, losing 3 hitpoints.

The labyrinth continues and finally leads them into a hall with three statues of warriors. As they enter, the door behind them closes shut, and the statues suddenly come alive! With swords and shields made from stone, they attack.
With no flesh to wound nor blood to draw, these stone warriors are formidable enemies, and even though they fight hard, the group gets beaten bloody. Just as the warriors tower above them, ready for the kill, they return to their positions and a voice says: "You failed". Then it falls silent, and the warriors return to their positions. The door ahead stays shut.
The party takes a total of 22 points of damage, in marching order.
Franziskus takes 14 points of damage, minus 3 points of armour, losing 11 hitpoints.
Chuck takes 8 points of damage, minus 2 points of armour, losing 6 hitpoints.
They return to the town beaten and frustrated.

Reformed Bandits is on the quest Finding a Thief

The owner of a trade post near the market place has been quietly looking for a group of foreigners who can help him with a delicate problem. As he explains, he used to own a few crates of interesting and not strictly speaking illegal goods. Grey market material. Not outright illegal, but not exactly what you would openly display in your store. Anyway, a few nights ago it was stolen. He saw the thief when he made his escape with the final crate, and can give a few details, but he needs someone to do the legwork, find the guy and get him to talk. He is mostly afraid of losing his wares, so he wants him alive, and the goods found.
The characters begin to question the locals, leaving a coin in this beggars cup and that, talking to the whores and barkeepers in the area.  At first, only a few hints appear.
Finally, they get a solid lead and follow it.

As they enter the hideout of the thief, they are suddenly surrounded by what are probably his friends, with clubs and knives in their hands. Clearly, these brutes have a dislike of the party and after a short and unfriendly argument, weapons are drawn and combat begins.
Clearly superior, the group beats the thugs bloody and forces them into retreat.
The party takes a total of 14 points of damage, in marching order.
Aaron takes 6 points of damage, minus 3 points of armour, losing 3 hitpoints.
John takes 5 points of damage, minus 4 points of armour, losing 1 hitpoints.
Loren takes 3 points of damage, minus 2 points of armour, losing 1 hitpoints.
After the battle, a total of 5 hitpoints were healed using prayers.

As they follow their leads, their way takes them into a series of dangerous back alleys.
With insight and smarts, they pick the right way, avoiding the worst dangers of this low neighbourhood, except for a few unavoidable thugs.
The party takes a total of 9 points of damage, in marching order.
Aaron takes 2 points of damage but his armour of 3 points prevents serious damage.
John takes 3 points of damage but his armour of 4 points prevents serious damage.
Loren takes 3 points of damage, minus 2 points of armour, losing 1 hitpoints.
Methild takes 1 points of damage but his armour of 1 points prevents serious damage.
John has gained a level and is now level 2.
Aaron has gained a level and is now level 2.
Loren has gained a level and is now level 2.
Methild has gained a level and is now level 2.
Samuel the Wise has gained a level and is now level 2.
After the battle, a total of 1 hitpoints were healed using prayers.

Samuel the Wise takes 1 points of damage, minus 0 points of armour, losing 1 hitpoints.
After the battle, a total of 4 hitpoints were healed using prayers.

After a long search, the party finally nears the room where the thief is hiding, and breaks the weak bolt on the door. The guy jumps up from his bed, but too late. The heroes enter the room and surround him, and begin to threaten him, so that he reveals where the stolen goods are hidden.
Afraid for his life, he tells them everything they need to know. They check the hideout and find several chests, as the merchant described them. Then they drag the thief to the merchant and collect their just reward.
And so they returned the stolen goods and collected their reward.

They are. In this case, all their stuff was useful, even if they eventually failed, but they can't blame it on the items.

Ortel 13 appears to have two weapons...

Yes, the limit for weapons is 2. Characters can have two weapons. Right now that means 2 staffs, I don't count "hands" as some games do.
