Summary: Allow guilds and religions to hold a referendum just like how realms can hold them.
Details: guilds and religions can hold referendums. They can hold three types of referendums - Among Everyone, Full members, and high ranking members. Time limit can vary between 1~5 days.
Benefits: This will make things a lot easier if you want to hold an election within your guild or religion instead of making members send their votes to one person by sending a letter. It would be nice to have guilds referendum under realm referendum(a green background I believe) with s purple background while religions can have it on a orange or some other color.
