Council tax share: could this be a negative number, meaning the Ruler?Council hands over a part of his/their income to all Dukes/Lords/Knights/All realm-mates? It would enable realm wide sponsorship of poor knights to happen automatically, but also Dukes could force their Ruler to pay them a certain sum in exchange for certain terms.
