Not sure why this restriction is there?
The time-in-realm restriction is due to people joining a new realm with a very different culture, expecting things to be a certain way, and reporting something as a knee-jerk reaction. Or just reporting something they had no context for, that was fine within that context.
The rogue restriction is more or less because we don't want people to stay rogues.
Serious, time-sensitive issues can always be brought to us on the forum, or emailed to community@battlemaster.org.
