Can banks normally be found at strongholds?

Only if the stronghold is the capital of the realm.

Well, that's odd. We took over a stronghold, but it still has an enemy bank there.

...Can you give more details?  Is it a functional bank for the other realm?  Did it use to be their capital?  Is it a bank for your realm?

Valkyrja on Dwilight. It was the capital for Averoth, but we (Summerdale) took it over... and their bank is still there. Uses their bonds.

Ah.  That's likely wrapped up in the wonky code about capitals.  There's a lot of fun bugs there.

When you take an enemy capital that is based in a stronghold, it will still indicate that there is a bank there, but you won't be able to use it. This is because foreign capitals are where you send gold to foreign nobles. Once Averoth is deleted, the bank option will disappear from Valkyrja.
If at first you don't succeed, don't take up skydiving.

I remember that way back in the day (~2007) my realm's last region, the capital, was TO'ed and I couldn't cash bonds or do anything similar.  Things may have changed since then.
