I misspoke on seasons being only testing. So, seasons added to everywhere but Dwilight then.
Winter would indeed extend travel times, but remember that Dwilight is a lot larger regions with greater distance between them on a normal basis without any seasonal modifiers, so the proportional increase should not be as steep as it is within Dwilight.
Again, it is intended, but as far as I know its not a very front-burner item. Though nor is it very difficult, just someone taking the time to make sure its done cleanly.
