I think it's important to consider just what it means to "control" a region.

If it just meant that the realm's leadership claimed ownership of the region, any realm could "control" a whole continent.

When you're running a takeover—converting a region from another realm's control to yours—you are killing peasants and minor nobles who swear allegiance to the existing owner, and replacing the loyal officials with locals who will support you, instead.

Thus, it seems pretty clear that "control" of a region means "the peasants and minor nobility of the region say they belong to you."

So no, you can't block them from joining you. You are, however, more than welcome to meet the ruler of the other realm in the region and hand the region back to them.
