Dwilight taxes didn't run

So I started the turn with 49 gold, and after the turn ran and taxes went out, still have 49 gold. should have earned 102 gold this tax day.

I got 0 gold from the tax despite getting the tax report. Strange.

I am aware of the bug that caused this, just haven't fixed it yet.
