Have Auto De Fe's been changed?

I did not see Auto De Fe as an option in my religeon tab when I was in an enemy region with a nonbeliever as lord. Is it now a domestic option only, did I just not have enough hours or is there some other restriction?

Nope, they're still in. There are several restrictions on their use, all of which I can't recall off the top of my head.
